Attorney Bios > Donna W. Low

Ms. Low, the Managing Partner of Low McKinley Baleria & Salenko, LLP, received her Bachelor of Science in Nursing, magna cum laude, from Eastern Kentucky University in 1978, and was later selected for membership in the Sigma Theta Tau National Honor Society.  She received her J.D. from the University of the Pacific, McGeorge School of Law, in 1990.  While at McGeorge, Ms. Low distinguished herself as a member of the Trial Advocacy Team, and was a Moot Court Oral Competition finalist.  She was admitted to the bar in California and U.S. District Court, Eastern District of California, in 1990.

Prior to becoming an attorney, Ms. Low was employed as a nurse for 15 years, serving for six years as the Nurse Manager of the Coronary Care, Medical Intensive and Transitional Care units.  This experience has been invaluable in her role as an attorney, allowing her to evaluate and defend medical-legal cases from a uniquely knowledgeable perspective.

Since her admission to the bar, Ms. Low has defended hundreds of medical-legal cases in nearly every area of practice, developing special expertise in the areas of cardiology, cardiac surgery, obstetrics, internal medicine, elder abuse and breast cancer.  She has tried numerous cases to verdict before a jury, including cases of catastrophic loss, obtaining consistently successful results.  Ms. Low also has significant experience in the credentialing of physicians and allied health care providers, as well as contesting citations issued to long-term care facilities by the Department of Public Health.

Ms. Low has also lectured and published on a broad range of advanced subjects in the medical-legal context, for such organizations as the National Business Institute, Norcal Mutual Insurance, Continuing Education of the Bar, and the American Society of Anesthesiologists.  Her presentations and publications include titles such as Failure to Diagnose Myocardial Infarction, Dynamic Techniques for Using Expert Witnesses, How to Present and Attack Documentary and Demonstrative Evidence, Medical-Legal Risks and Experiences in Cardiology and Cardiac Surgery, and Long-Term Care Liability.  She has also been honored in a “Special Tribute to Today’s Successful Women in Government, Technology, Business, Law and Education,” which was presented on International American Airlines Flights.

Ms. Low is a member of the Association of Defense Counsel, the Order of Barristers, the Sacramento County Bar Association, the Defense Research Institute and the American Bar Association. Ms. Low has also been accepted to the 2009 Bar Register of Preeminent Lawyers.

Additionally, she is rated AV by Martindale-Hubbell, a rating bestowed on those attorneys who have earned an exemplary reputation in the legal community.
